Can't log in and HMS site down...?

Whenever I open up HMS it pops up the window that says "Unable to connect to..." blah blah blah and the option with yes or no and blah blah blah.
I wonder if the server's up.
And the HMS site (http://heavenmaple.no-ip.biz/HeavenStory/index.php) and it always says Page Load Error (I'm using FireFox v3)

What's going on...?
Is the server down?
Is the site down?
Is it just me?
